Per Article 123 of the Ukrainian Family Code, the surrogate mother has no right to be registered as the child's mother; the intended parents are the legal parents on the birth certificate.

Under Article 143 of the Georgian Health Law.If an embryo from in-vitro fertilization is implanted into another woman (surrogate mother), the couple is recognized as the child's parents, and the surrogate mother holds no parental rights.

• Under Article 123 of the Ukrainian Family Code, if an embryo conceived by a married couple (подружжя) via ART is transferred to another woman, that married couple is recognized as the child's parents.

  Article 21 of the same Code defines “подружжя” exclusively as a state-registered union between a man and a woman.

  Thus, only registered heterosexual married couples are eligible for surrogacy in Ukraine.

• The Georgian Health Law (1997) Article 143 states, “If an embryo obtained as a result of in-vitro fertilisation is implanted into the uterus of another woman (‘surrogate mother’) … the couple’s written consent is obligatory. The couple shall be deemed parents …” While the term “couple” is used, the law does not explicitly require a marriage certificate.

The Household Registration Ordinance guarantees every citizen's right to registration.

The State Council's 2015 guidelines explicitly allow registration for children born out of wedlock using the child's Birth Medical Certificate, the household registration booklet of one parent, and a statement of non-marital birth.
